On Tuesday, September 19th, U.S. Secretary of Education Miguel Cardona recognized Philip R. Smith Elementary School (PRS) as a National Blue Ribbon School for 2023. The recognition is based on PRS’s overall academic performance and progress in closing achievement gaps among student subgroups. This prestigious designation is given annually to only a few hundred select schools across the country.
PRS was one of only four schools, out of nearly 1,000 in the state of Connecticut, to be nominated by the Connecticut State Department of Education, for the National Blue Ribbon School program. PRS underwent a rigorous review process conducted by the U.S. Department of Education, that resulted in the school earning an “Exemplary High Performing” designation.

Smith Elementary School has been recognized as a Blue Ribbon School of Excellence,” said Principal Michelle Dixon. “This prestigious award is a testament to the dedication and hard work of the students, teachers, staff, parents and the entire school community. It reflects our commitment to providing a high-quality education and fostering an environment where every student can thrive academically and personally. This achievement affirms our mission to prepare all students for a bright and successful future, and we are excited to continue our journey of educational excellence.”
Dr. Kate Carter, Superintendent of South Windsor Public Schools, also stated, “I am incredibly proud of Mrs. Dixon and the entire staff for their hard work and unwavering commitment to the students and families of the PRS community. The hard work of our students, the dedication of our educators and support staff, and the enthusiastic support of parents and caregivers has fostered a robust home-school partnership that is integral to achieving these nationally recognized student outcomes. While this is clearly a remarkable achievement for PRS, it is also a celebration of the entire South Windsor Schools community. As a National Blue Ribbon School, PRS is showcasing the deep commitment within all of our schools to promote academic excellence while nurturing the whole child.”
As a 2023 National Blue Ribbon School awardee, PRS and District leaders will attend an awards ceremony in Washington, D.C., where they’ll receive a plaque and a flag to display this exemplary achievement at their school.
